Anti-turf measure draws objections
District manager says ordinance is driven by state mandates, overdraft
By REBECCA NEIPP, News Review Staff Writer
A moratorium on live front lawns on new developments — one of the restrictions imposed by the IWV Water District —
has drawn objections from residents and developers in the community.
IWVWD General Manager Tom Mulvihill outlined an explanation for the new water-efficiency landscaping ordinance at
yesterday’s meeting of the Ridgecrest Chamber of Commerce.
The ordinances were drafted last year in conjunction with the Ridgecrest City Council to comply with new water-use
reductions mandated by California. Although cities do not have to see the mandated 20-percent reduction in water usage
until the year 2020, plans must be in place this year.

Interim City Manager Harvey Rose, as
promised, delivered a balanced budget to
the Ridgecrest City Council at its June 2
meeting. But the many concessions to
bridge a $2.2 million shortfall included
reducing reserves, leaving positions
unfilled and funneling auxiliary revenue
sources into the general fund.
In the previous council meeting Rose
outlined a “radical” plan that included staff
layoffs, reduction in services and
elimination of support to local economic
resources ...

A house fire on Tuesday night displaced a single mother and
six children, claimed the life of two pets, and caused upwards
of $350,000 in damages, according to reports by the Kern
County Fire Department.
KCFD Public Information Officer Sean Collins said that
firefighters received a call of a structure fire on the 800 block of
West Bataan Avenue at approximately 7:50 p.m. Firefighters
from Station 77 arrived on the scene to find a
2,500-square-foot, two-story structure fully enveloped in
flames. Other engines from China Lake and Kern County
departments arrived on scene to assist.
Collins said that the occupants of the home heard from
downstairs a loud noise, then saw smoke rising up the
stairwell. The mother and children were able to escape
through a window and into a safe zone. One of the children
allegedly sustained a wrist injury during the escape.
